Se eleva a 333,436 la cantidad de personas con licencias de armas de fuego
Santo Domingo, RD.- La adquisición de armas de fuego en el país ha registrado un notorio incremento en los últimos tiempos, ya que se ha elevado a 333,436 la cantidad de personas que han obtenido licencias para la tenencia y el porte, evidenciando el interés de los dominicanos por proveerse de estos objetos para su seguridad personal.
Esa cantidad representa un incremento de 45% en los últimos ocho meses, pues al 30 de junio el Ministerio de Interior y Policía había emitido 181,381 permisos, 152,055 más que para enero del 2011, según muestra un reporte de esa entidad hasta el primero de enero del 2012, a solicitud de Listín Diario.
Sin embargo, el 35% de las licencias para porte y tenencia de armas están vencidas, equivalente a 116,925 de las 333,436 expedidas, debido a que no fueron renovadas por sus propietarios en enero de este año, como establece la ley 36 sobre comercio, porte y tenencia de armas de fuego. Mientras, están vigentes 216,484, correspondiente al 65%.
Según una información servida en el Listín Diario, firmada por Wanda Méndez, la mayor cantidad de licencias fueron expedidas para la tenencia, con un total de 184,922, que representan 36,408 más que para el porte, que ascienden a 148,514. No es lo mismo legalizar un arma de fuego para la tenencia que para el porte. Para tenencia significa que el armamento permanecerá en la casa y la persona no puede sacarla, mientras que cuando se solicita el permiso para el porte se le autoriza al propietario a desplazarse con ella.
Cancelaciones
Entre el 2010 y el 2012, el Ministerio de Interior y Policía canceló 2,227 licencias para porte y tenencia de armas de fuego por diferentes motivos. En lo que va de año canceló 18; mil en el 2011 y 1,209 en el 2010.
Entre las razones de la cancelación figuran por violencia intrafamiliar, robo, pérdida, agresión, disparos al aire, porque dieron positivo a la prueba de doping, mal uso, proceso judicial, incautación, exhibición, porte sin documento, voluntad propia, traspaso, incautación, abandono, entre otros.
Rossy Schiffino, directora del Departamento de Control de Armas del Ministerio de Interior y Policía, precisó que las medidas para detectar y controlar el tráfico de armas ilegales son realizadas de forma conjunta por esa institución, las Fuerzas Armadas, la Policía Nacional, la Dirección de Aduanas y el Departamento Nacional de Investigaciones (DNI). Señaló que esas instituciones realizan grandes operativos en establecimientos de expendios de bebidas alcohólicas en todo el país, en procura de detectar el uso de armas de forma ilegal.
Explicó que las armas son incautadas porque sus propietarios han violado las leyes de orden público o cuando han afectando de algún modo a otros ciudadanos, se procede a cancelar la licencia y el arma asignada a instituciones de seguridad del Estado y personalidades con funciones públicas, como senadores, diputados y empresarios.
Indicó que cuando se trata de armas de procedencia ilegal son almacenadas para su oportuna destrucción. “Solo devolvemos armas incautadas por licencias vencidas”, apuntó Schiffino al responder preguntas por escrito.
Las regulaciones
En julio del año 2006, se prohibió la importación de armas de fuego, partes y municiones, mediante el decreto número 309-06.
Sin embargo, esa iniciativa no ha logrado evitar que los dominicanos se provean de ese tipo de herramientas para su defensa personal.
En enero de este año, la Cámara de Diputados aprobó en primera lectura un proyecto de modificación a la ley 36 sobre comercio, porte y tenencia de armas, la cual data del 18 de octubre de 1965. Con el proyecto de reforma a esa legislación se procura regular el otorgamiento de las licencias y el comercio, endurecer los requisitos para adquirir estos objetos, y aumentar las sanciones a quienes violen las disposiciones legales.
Según informó Schiffino, la Dirección Jurídica de Interior y Policía evalúa los requisitos para la concesión de permisos para el porte y la tenencia de armas de fuego, para luego presentarlo en el Congreso Nacional.
El costo de la licencia
Los gastos en que debe incurrir el ciudadano para la obtención del permiso oscilan entre 2,840 hasta 11,240 pesos, según sea el trámite que tenga que realizar. Puede ser para solicitar la emisión original de la licencia, un traspaso con emisión original o renovación para la tenencia o para porte.
Para todos los casos, incluye el pago de 2,200 pesos a la Dirección General de Impuestos Internos; 700 de un carnet fotográfico; 800 por una evaluación siquiátrica, y 40 pesos por depuración.
Para todos los casos se debe contar con un recibo que expide el Ministerio de Interior y Policía, que cuesta entre 500 y 7,000 pesos.
