La Cámara baja de EE.UU. aprueba un polémico proyecto de ley de ciberseguridad
Washington.- La Cámara de Representantes de EE.UU. aprobó hoy un polémico proyecto de ley que permitiría a las compañías de Internet entregar información confidencial de los usuarios al Gobierno de EE.UU, pese a la oposición de la Casa Blanca.
Por 248 contra 168 votos y tras más de cinco horas de debate, la Cámara baja dio el visto bueno al proyecto de ley conocido como CISPA, y que pretende dotar de poderes adicionales al Gobierno de EE.UU. para proteger sus redes contra ataques cibernéticos y asegurar las patentes y derechos de autor.
La Casa Blanca ha amenazado con vetar la ley, que pasará ahora al Senado, por considerar que permitiría el intercambio de información «sin establecer requisitos para que la industria y el Gobierno minimicen y protejan la información que identifique a las personas».
En cambio, gigantes de Internet como Google y Facebook se han mostrado a favor de la medida, que les dotaría de más libertad frente a las barreras de seguridad.
El borrador da permiso a la Agencia de Seguridad Nacional (NSA) estadounidense para solicitar información sobre usuarios de Internet si un contacto de su directorio de correos electrónicos ha contactado a algún sospechoso de terrorismo.
Además, el texto señala que «pese a cualquier otra provisión de ley», las compañías pueden compartir información sobre los usuarios, hasta el punto de identificarlos, con la NSA, el Departamento de Seguridad Nacional u otras agencias.
Esa cláusula «elimina cualquier ley de privacidad que se haya aprobado jamás por el bien de la ciberseguridad», aseguró en el debate el congresista demócrata Jared Polis.
«Permitir que los militares y la NSA espíen a los estadounidenses en suelo estadounidense va contra cualquier principio sobre el que se fundó este país», añadió Polis.
Por su parte, el republicano Mike Rogers, que preside el Comité de Inteligencia de la Cámara baja, consideró que la ley es «el último bastión de las cosas que debemos hacer para proteger este país».
Rogers insistió en que la medida es necesaria para enfrentar los ataques cibernéticos de Rusia y en especial, de China, cuyo Gobierno «está robando el valor y la prosperidad de Estados Unidos», aseguró.
El congresista republicano Ron Paul, aspirante a la nominación del partido a la Presidencia de EE.UU., advirtió en cambio de que el proyecto es «un Gran Hermano a gran escala». EFE
