Poder Ejecutivo envía al Senado Presupuesto Complementario
Santo Domingo, RD.- El proyecto de Ley de Presupuesto Complementario, correspondiente al año 2012, fue enviado al Senado por el Poder Ejecutivo. La iniciativa modifica el gasto del ejercicio vigente en RD$51,311.7 millones y además autoriza al Ministerio de Hacienda a concertar préstamos para apoyo presupuestario y proyectos por US$1,599 millones y 10.9 millones de euros.
En la misiva enviada por el presidente Leonel Fernández al Senado se explica que la modificación del gasto se sustentaría, entre otras operaciones, en un proyecto de ley de bonos por US$500 millones, para destinarlos a las empresas eléctrica del Estado.
La iniciativa autoriza el uso de los desembolsos de la Agencia Francesa de Desarrollo por RD$5,159 millones como apoyo presupuestario destinado a financiar gastos de diferentes instituciones del Estado.
También dispone la aprobación del uso de los desembolsos adicionales recibidos bajo el Acuerdo de Petrocaribe por RD$24,180 millones como apoyo presupuestario destinado a financiar gastos de diferentes ministerios y poderes del Estado.
El proyecto aprobaría saldos de disponibilidades financieras del servicio cerrado al 31 de diciembre del 2011 por un monto de RD$6,874,329,199 en sustitución del financiamiento externo y recursos con destino específico y RD$10,500,509,680 para gastos de diversas instituciones.
Se explica que, debido al alza en los precios internacionales del petróleo, el país ha recibido mayores ingresos de Petrocaribe, los cuales serán utilizados para sustituir fuentes internas y atender requerimientos de instituciones descentralizadas y autónomas, entre las que señala a la UASD, el Seguro Nacional de Salud y IDSS.
De igual forma, se destinarán recursos adicionales al Tribunal Constitucional, el Tribunal Superior Electoral, la JCE y la Suprema Corte de Justicia, que han solicitado un mayor monto. Aprueba la conversión de las líneas de crédito de corto plazo otorgada por el Banco de Reservas por RD$10,000 millones y RD$8,463 millones por préstamos a largo plazo.
El artículo seis dispone la aprobación de la modificación de gastos del Presupuesto de este año en RD$51,311,680,701 para las instituciones que figuran en el cuadro de esta nota.
Explica que los US$500 millones de la ley de bonos se utilizarían para costear la producción de energía eléctrica. Resalta que el impacto de la crisis internacional se ha reflejado, principalmente, en las empresas eléctricas estatales, “las cuales han visto incrementar el costo de adquisición de la energía”.
Precisa en la carta, que como resultado de esta situación, las necesidades de transferencias financieras a dichas empresas han sido superiores a lo originalmente presupuestado, razón por la cual requieren recursos adicionales por RD$20,150 millones.
A estas iniciativas se les dará entrada en la sesión del Senado de esta tarde y serán remitidas a las comisiones de Presupuesto y Hacienda para su ponderación. La sesión del Senado está convocada para las cuatro de la tarde y en ella se conocerán otros proyectos pendientes de discusión por parte del organismo y que ya tienen sus informes de las comisiones. También se fijaría la fecha en que la Asamblea Nacional proclamará a Danilo Medina y a Margarita Cedeño de Fernández como presidente y vicepresidenta, respectivamente.
