DGII dice aumento presión tributaria requerirá nueva reforma fiscal
Bávaro.- El director general de impuestos Internos, Juan Hernández, dijo en esta localidad que para lograr dos puntos de aumento de presión tributaria como contempla la Estrategia Nacional de Desarrollo (END) será necesaria una nueva reforma fiscal.
Hernández expresó que la END contempla alza de dos puntos a la presión tributaria del país al año 2015, equivalentes a más de RD$50,000 millones.
Explicó que subir un punto de presión tributaria se amerita obtención de ingresos por orden de los RD$25,000 millones a RD$28,000 millones, “monto que ninguna administración puede lograr solamente con eficiencia”.
No obstante, refirió que si se producen otras situaciones de mayor control como la integración de la DGII con la Dirección General de Aduanas (DGA), de manera virtual, se podría obtener por vía un punto, es decir, unos RD$25,000 a RD$28,000 millones de recaudación.
Sin embargo, precisó que aún cuando se trata de un compromiso de la sociedad en la END, el incremento de la presión tributaria se haría con lo que diga la sociedad. Añadió que en el país la presión tributaria cerrará este año por el orden de un 14% del Producto Interno Bruto (PIB), y que un aumento de dos puntos la llevaría a un 16%.
Ley de Salarios
En otro orden, el director general de la DGII refirió que el hecho de que alrededor 40 instituciones hayan objetado la Ley General de Salarios del Ministerio de Administración Pública, significa que esos organismos no fueron consultados y el tema se trató al margen de opinión de las mismas.
Indicó que lo que plantea Impuestos Internos es que “en el sistema tributario la norma en cuestión es un riesgo, porque este sistema se vería atado, por ejemplo, a contratar personal, como abogados que se requieren en ocasiones, para llevar casos muy especializados en los tribunales, porque tendría limitante de la cuestión de los salarios”.
Hernández sugiere una norma que en la que ningún funcionario tenga un sueldo superior al del presidente de la República, entre otros elementos.
Puntualizó que la DGII no ha planteado ser excluida de la normativa, pero que por la especialización del personal de esa institución es difícil aplicarla.
Significó parte de los logros alcanzados por la DGII han sido atribuidos a los sueldos competitivos que recibe su personal, tal como ocurre en muchas empresas del sector privado.
Hernández hizo estos pronunciamientos tras exponer sobre “Retos de la Administración Tributaria en el corto y mediano plazo”, en el marco de la celebración del 15 aniversario de la DGII, en el Salón Santo Domingo número 4 del Hotel Riu Palace Bávaro.
En la actividad estuvieron presentes, además de Hernández, la subdirectora general de la GII, Germania Montás; el experto Residente en materia de Administración Tributaria del Centro Regional de Asistencia Técnica de Centroamérica, Panamá y República Dominicana (CAPTAC-DR) del Fondo Monetarios Internacional (FMI), Oscar Vásquez, entre otras distinguidas personalidades, así como representantes de medios de comunicación.
