Puig sostiene no deben inmiscuirse intereses políticos en altas cortes
Santo Domingo, RD.- El candidato presidencial de la Alianza por la Democracia (APD), Max Puig, consideró que las personas a elegir como integrantes de las altas cortes no deben responder a acuerdos políticos ni a intereses de grupos corporativos, sino deben ser profesionales de prestigio con una buena reputación ética para garantizar una justicia de calidad.
“La selección de estos jueces debe hacerse atendiendo al estricto marco de independencia en que deben ejercer sus funciones, de no hacerse de esta manera sería altamente peligroso y estará condenando la justicia dominicana a un periodo largo de falta de autonomía, transparencia y de poca credibilidad porque se inhabilitaría para cumplir con su importante rol de un arbitraje imparcial”, expresó Puig.
Durante una rueda de prensa en la sede de la APD, Puig precisó que esta observación es válida para las tres cortes, pero adquiere mayor relevancia en el caso del Tribunal Superior Electoral (TSE), porque este órgano conocerá los conflictos en materia comicial y es imposible esperar una decisión imparcial donde los jueces responden a intereses de algunos de los partidos en competencia.
Referente a esta instancia, sugirió que primero se elijan sus magistrados, tomando en cuenta el actual limbo judicial por la inexistencia de un órgano especializado para dirimir conflictos en el ámbito electoral.
Puntualizó, asimismo, que un poder judicial contaminado por intereses particulares o sectoriales, no tendría la capacidad para sancionar la corrupción tanto pública como privada, así como sería incapaz de sentenciar como manda la ley la delincuencia organizada, casi siempre amparada.
Al mismo tiempo, referente a la equidad de género, el candidato presidencial de la APD definió como muy relevante que se garantice una alta representación de mujeres en las tres referidas instancias.
Añadió que en la administración de justicia las perspectivas de las mujeres son indispensables para lograr juzgar la realidad y los diferentes conflictos tomando en cuenta las relaciones de género existentes en la sociedad.
Estimó que el reto que tienen por delante los integrantes del Consejo Nacional de Magistratura es de mucha trascendencia para la vida institucional del país en los próximos años.
En ese sentido, llamó a que se apeguen a lo establecido en el reglamento aprobado para tales fines, donde se señala que esta elección se hará mediante un “concurso público de méritos”.
Agregó que esto significa que deben ser seleccionados las personas más idóneos para desempeñar esas funciones tan relevantes.
Expresó que el proceso no se debe festinar y que por el contrario, se realicen todos los esfuerzos necesarios para una selección que satisfaga las expectativas de la población.
Enfatizó que debe otorgarse un espacio de tiempo para que tanto la ciudadanía, como las organizaciones civiles y políticas puedan emitir sus valoraciones, observaciones, e incluso sus objeciones sobre los candidatos que efectivamente tienen posibilidades de ser seleccionados.
