Participación Ciudadana sostiene 2011 resultó año fallido para RD
Santo Domingo, RD.- El Movimiento Cívico No Partidista Participación Ciudadana (PC) presentó su balance del 2011, en el que declaró como fallido el “año de la transparencia y la institucionalidad” nombrado por el Poder Ejecutivo.
El Consejo Nacional de PC también denunció que “en el 2011 se registró un incremento del narcotráfico, la violencia e inseguridad, y se llevó a cabo una prematura y costosa campaña electoral, una elección de las altas cortes frustrada y la República Dominicana se quemó en las principales evaluaciones internacionales”.
El Movimiento Cívico dice en su evaluación que a pesar de los avances como parte del Proyecto de Iniciativas Participativas Anticorrupción (IPAC), la impunidad frente a las denuncias de corrupción y el continuo involucramiento del personal de los organismos de seguridad en el incrementado narcotráfico y la delincuencia elevaron la inseguridad y sembraron el desaliento en la sociedad.
Institucionalidad
La Organización Cívica indica que en la primera mitad del año registró una serie de acontecimientos que pusieron en jaque la institucionalidad democrática, como el intento de imponer una repostulación presidencial en contradicción con la Constitución de la República y la aprobación de forma inconstitucional, sin dos terceras partes de los votos, de la Ley Orgánica del Consejo Nacional de la Magistratura, e intento de hacer lo mismo con la del nuevo Tribunal Constitucional, lo que posteriormente fue rectificado tras una intensa presión de la opinión pública.
Agrega que también se violaron la Ley 176-07 sobre el Distrito Nacional (DN) y los Municipios, y la Ley Orgánica de la Liga Municipal Dominicana y su reglamento, al elegir por un solo año, en vez de cuatro, al secretario general de la Liga Municipal Dominicana, por simple conveniencia partidista.
Señala que tanto en el presupuesto del 2011, como en el del año próximo se persistió en desconocer la Ley General de Educación y la Constitución misma al no destinarse el mínimo del 4% del producto interno bruto (PIB) para este sector. Añade que también la ley municipal que dispone para los ayuntamientos el 10% de los ingresos nacionales, y otras que asignan partidas específicas al Poder Judicial y la Cámara de Cuentas.
El balance anual de PC dice que el Congreso Nacional fue un simple sello gomígrafo del Poder Ejecutivo para la aprobación de préstamos por más de 97 mil millones de pesos, y sancionando espectacularmente el presupuesto de 2012 con precipitación sin precedente para acallar reclamos nacionales de que se cumplieran las leyes.
Crecimiento de la inseguridad
El narcotráfico, la delincuencia y el crimen en todas sus expresiones, incluyendo el sicariato, amargaron la vida de los dominicanos y dominicanas a lo largo del año., según PC.
Las muertes violentas pasan de 2 mil 300, incluyendo al menos a 225 mujeres, más de un centenar en el propio ámbito familiar, configurando un desbordamiento de los feminicidios, a pesar de un mayor esfuerzo del ministerio público y de la sociedad en general por combatirlos.
El narcotráfico registró escándalos mayúsculos, incluyendo crímenes múltiples y ejecuciones de la mayor crueldad. Su dimensión puede apreciarse por la incineración de 15 toneladas de drogas durante el año.
Falta de Transparencia y Corrupción
El balance del año de Participación Ciudadana dice que fue relevante que a lo largo del año la República Dominicana resultó reprobada en la generalidad de las evaluaciones internacionales, especialmente en las más acreditadas como las del Índice de Competitividad Global del Foro Económico Mundial (FEM), Transparencia Internacional, Amnistía Internacional, Programa de Promoción de la Reforma Educativa para América Latina (PREAL) y Latinobarómetro.
Indicaron que el país se quemó especialmente en los servicios básicos de educación, salud, policiales, en competitividad y en transparencia y corrupción.
En el índice de Competitividad Global la RD registró la peor caída de toda América Latina, al retroceder nueve escalones en relación al año anterior y quince en los dos últimos años. Pasó de la posición 101 a la 110 entre 142 países evaluados, quedando campeón mundial en despilfarro en el gasto gubernamental y en falta de confiabilidad en los servicios policiales, subcampeón en favoritismo de los funcionarios gubernamentales, y en la posición 140 en calidad de la educación primaria y desvío de fondos públicos. Como se puede apreciar la nación quedó en los tres últimos puestos en los tres indicadores de corrupción.
Mientras que Transparencia Internacional en su Índice de Percepción de la Corrupción degradó el país del puesto 101 al 129, entre 178 naciones evaluadas, para una estrepitosa caída de 28 escalones de un año a otro. Con una puntuación de 2.6 sobre 10, RD fue muy mal calificada, colocándose en el segmento de “percepción de una corrupción rampante”.
