ANJE asegura hay clara desaceleración de la actividad económica en RD
Santo Domingo, RD.- La Asociación Nacional de Jóvenes Empresarios (ANJE) sostuvo que de acuerdo a la publicación por el Banco Central del Informe Preliminar de la Economía Dominicana para el primer trimestre del año en curso, se evidencia una clara desaceleración de la actividad económica en el país, a pesar del fuerte incremento del gasto público.
El presidente de ANJE, Manuel Cabral, manifestó que dada esta situación, las nuevas autoridades enfrentan un gran reto, que implica reducir el gasto fiscal y, a la vez, estimular la actividad económica en el contexto de una economía mundial debilitada.
Cabral señaló que, “si bien el menor crecimiento de la economía contribuyó a un déficit en las recaudaciones fiscales, la magnitud de la brecha, superior a RD$8,000 millones, es principalmente producto de la sobreestimación de los ingresos fiscales en el Presupuesto 2012.”
Refiere que a pesar del deterioro en las recaudaciones, la magnitud del déficit de las cuentas fiscales se debe en esencia al fuerte incremento del gasto público.
En este orden, a través de un comunicado, Cabral agregó que, “en el primer trimestre, por ejemplo, las compras de bienes y servicios del gobierno superaron en 65% lo registrado durante el mismo período del año anterior. Como consecuencia del aumento excesivo de la mayor parte de las partidas presupuestadas, el gobierno tuvo un déficit de RD$33,000 millones, cuando el presupuestado para todo el año 2012 es de RD$22,000 millones.”
Sostuvo que las autoridades deben identificar inmediatamente medidas implementables de reducción del gasto público y realizar acciones que fortalezcan la confianza del sector productivo para lograr un verdadero estímulo de la actividad económica.
Como parte de estas acciones, Cabral mencionó que, “es necesario plasmar las medidas de reducción de gasto a través de la modificación del Presupuesto, concentrando su disminución en aquellas áreas no prioritarias. Sin embargo, un elemento crítico en el reestablecimiento de la confianza del sector empresarial, es la renegociación del Acuerdo con el Fondo Monetario Internacional (FMI).”
Puntualizó que mantiene altas expectativas en referencia a la aplicación de las políticas económicas propuestas por el presidente electo, Danilo Medina, en cuanto a la consolidación fiscal, reducción del gasto público y el estímulo al financiamiento del sector productivo como vía para la dinamización de la economía.
