Según la UE, «hay un acuerdo al alcance, pero no queda mucho tiempo»
Durban (Sudáfrica).- La comisaria europea de Acción para el Clima, Connie Hedegaard, aseguró hoy que los países participantes en la XVII cumbre de la ONU sobre Cambio Climático (COP17) tienen «un acuerdo al alcance, pero no quedan muchas horas».
«Hace seis meses, casi nadie habría hablado de un futuro régimen global sobre cambio climático. Ahora, el acuerdo está al alcance», señaló Hedegaard, quien, no obstante, se mostró «preocupada por el ritmo» de las negociaciones, ya que está previsto que la COP17, que se celebra en la ciudad sudafricana de Durban, concluya hoy.
«Si esto se mueve como he visto hoy hasta las 04.00 (02.00 GMT), creo que no habrá trato en Durban. Hay tiempo para moverse, ha habido charlas constructivas, hemos llegado a los asuntos clave. El acuerdo está todavía a nuestro alcance, pero es un desafío y no nos quedan muchas horas», reiteró la comisaria europea.
Hedegaard agregó que «hay un pequeño número de países que no se ha comprometido con la hoja de ruta» propuesta por la Unión Europea (UE), que busca acordar un segundo periodo de compromiso para el Protocolo de Kioto (PK), el único tratado global vinculante para reducción de emisiones, que vence en 2012 y que no ratificó EEUU.
Además, el plan de la UE tiene como objetivo acordar para 2015 un tratado de reducción de emisiones contaminantes global y vinculante a fin de mantener el aumento de la temperatura desde la era preindustrial por debajo de dos grados centígrados, y qué debería entrar en vigor en 2020.
Entre los asuntos espinosos de las conversaciones -explicó la jefa negociadora de la UE- se encuentran la forma legal del tratado y la existencia de «dos carriles»: uno de compromiso vinculante de reducción de emisiones y otro de acciones voluntarias.
«Por eso es significativo que la Asociación de Pequeñas Islas Estado (AOSIS) y los Países Menos Desarrollados (PMD) se hayan sumado. Podrían pedir no tener las mismas responsabilidades, pero quieren estar vinculados», dijo Hedegaard, quien matizó que «las responsabilidades diferenciadas tienen que estar ahí».
La responsable de la Acción para el Clima de la UE afirmó que Sudáfrica y Brasil han mostrado su apoyo al plan, pero que «falta la otra mitad del BASIC», grupo de países emergentes que también incluye a China e India, esta última con una posición «relativamente dura» en la cumbre.
Sobre los también reticentes Estados Unidos, Hedegaard opinó que «están a favor de un acuerdo vinculante» si incluye a todos los países.
Según Hedegaard, el límite para acordar ese tratado global vinculante debería ser 2015, plazo aceptable para muchos países.
«¿Cómo le explicamos a la gente -se preguntó la representante de la UE- que cuatro años no son suficientes? Tienen que serlo» para alcanzar «una hoja de ruta que nos lleve a donde tenemos que ir».
En este sentido, agregó que el límite propuesto de 2017 sería demasiado tarde, en caso de que las negociaciones no encontraran una posición común.
En referencia a los países reticentes, Hedegaard aseveró: «Les necesitamos a bordo. No tenemos muchas horas. El mundo les está esperando».
África critica la falta de flexibilidad de la UE para lograr un acuerdo
Durban (Sudáfrica), 9 dic (EFE).- El Grupo Africano, aliado de la Unión Europea (UE) en la cumbre del clima de Durban (Sudáfrica), criticó hoy su falta de flexibilidad en las negociaciones, que puede impedir que haya un acuerdo al finalizar hoy la conferencia.
El portavoz africano, el congoleño Tosi Mpanu Mpanu, calificó de «poco constructiva» la exigencia de la UE de que se apruebe una hoja de ruta para un acuerdo global vinculante sobre recorte de emisiones que estaría finalizado en 2015 y entraría en vigor en 2020.
Esa hoja de ruta es la condición europea para sumarse a un segundo periodo de compromiso del Protocolo de Kioto, el único tratado vigente sobre recorte de emisiones, ratificado por 37 naciones industrializadas pero no por EEUU, y que expira en 2012.
«La UE quiere ser implacable. Incluso cuando hablan se puede ver que su lenguaje corporal se ha vuelto agresivo», dijo Mpanu.
El portavoz africano respondió así al ser preguntado en una rueda de prensa por las declaraciones de la comisaria europea de Acción para el Clima, Connie Hedegaard, quien advirtió hoy de que si no cambia la posición de los principales emisores de gases de efecto invernadero «no habrá trato en Durban».
«Si no hay acuerdo, los países africanos seremos castigados por otros países que pueden permitirse esperar», señaló Mpanu al recordar que son las naciones pobres y dependientes de la agricultura las que más sufren los efectos del cambio climático.
Mpanu apeló a la UE a «mostrar su liderazgo» como cuando ratificó el primer periodo de compromiso de Kioto sin que lo hiciera EEUU.
Tras casi dos semanas de negociaciones y al entrar hoy en su último día la XVII Cumbre de la ONU sobre Cambio Climático, EEUU, China y la India aún no parecen dispuestas a aceptar la hoja de ruta propuesta por la UE.
Aunque el Grupo Africano apoya a los europeos porque desea que se renueve el Protocolo de Kioto, Mpanu indicó que la exigencia europea no sigue una secuencia adecuada.
En su opinión, primero se debe aprobar un segundo periodo de compromiso del Protocolo de Kioto, poner en marcha el Fondo Verde para el Clima que debe ayudar a los países más desfavorecidos a luchar contra el cambio climático, y por último aprobar un mandato para un nuevo tratado vinculante.
EEUU se ha mostrado a favor de un proceso de negociaciones, pero sin dar fechas, y China ha dejado entender que podría aceptar un acuerdo en 2020, aunque sin especificar si estaría obligado por el acuerdo.
Los países reticentes parecen favorecer una doble vía, que permitiría a algunos sumarse al acuerdo sin estar obligadas legalmente a cumplir sus compromisos de recortes. EFE
