ANJE sugiere Congreso solicite reformulación Presupuesto Complementario
Santo Domingo, RD.- La Asociación de Jóvenes Empresarios (ANJE) sostuvo este miércoles que el Congreso Nacional debe exigir la reformulación del Presupuesto Complementario que le envió el Poder Ejecutivo, para lograr un compromiso de ajuste y reducción del gasto por parte del Gobierno.
El presidente de ANJE, Manuel Cabral, precisó que “si se aprueba este proyecto de presupuesto complementario, se estaría autorizando un déficit fiscal superior a los 110 mil millones de pesos, si se toma en cuenta que las recaudaciones del gobierno estarán cerca de 20 mil millones por debajo de lo presupuestado. Esto significaría pasar de un presupuesto aprobado con un déficit equivalente al 1% del Producto Interno Bruto (PIB) a un déficit de alrededor de 5% del PIB, cuyo financiamiento tiene impacto en los demás sectores de la economía”.
Cabral enfatizó que dicho proyecto no presenta la información de forma transparente y no define la totalidad de las fuentes de ingresos que permitirá financiar el déficit que presenta el mismo.
Agregó que “ANJE entiende que para lograr el consenso y apoyo responsable de nuestros legisladores, este proyecto debe proporcionar más información, identificar oportunidades de ahorro y proporcionar mayor detalle sobre las partidas presupuestarias que serán modificadas.”
Dijo que ANJE muestra preocupación por la intención del Gobierno de continuar con una política de incremento del gasto público, mediante el proyecto de Ley que aumenta el gasto del Presupuesto General del Estado, para el ejercicio presupuestario de 2012, que se encuentra en el Senado de la República.
Cabral declaró que “ANJE objetó la aprobación del Presupuesto Nacional 2012 en su momento, porque era evidente que presentaba un resultado deficitario subestimado. Sin embargo, su aprobación fue festinada, no siendo el resultado de un proceso integral de revisión de las cuentas del estado, y ahora es inaceptable que se repita lo mismo con este presupuesto complementario, el cual propone un aumento significativo del gasto público, en lugar de plasmar medidas de ajuste por parte del Gobierno.”
Indicó que, adicionalmente, en el mes de junio pasado, ANJE expresó su preocupación en torno a los resultados fiscales presentados por el Banco Central, para el primer trimestre del año, en que se superó con creces el presupuesto aprobado para todo el año 2012. Añadió que el Congreso aprobó un déficit fiscal de 22 mil millones de pesos para el año completo y en los primeros tres meses del año se alcanzó un déficit de 33 mil millones.
Expresó que “el Congreso debe ser muy cuidadoso al evaluar la propuesta contenida en el Presupuesto Complementario, que pretende aumentar el gasto público del 2012 en 71 mil millones de pesos adicionales. Esto es lamentable, el sector privado ha estado esperando una propuesta seria, de medidas de reducción del gasto público, que fueran debidamente plasmadas en un presupuesto complementario, como medidas necesarias, para fortalecer la confianza del sector productivo”.
